Title: Procurement Manager Grade C2
The Malawi Revenue Authority (MRA), an organization entrusted with the assessment, collection, and accounting for tax revenues for the Malawi Government is inviting applications from versatile and suitably qualified candidates to fill the above vacant position in the Supply Chain Management Division.
Overall Objective
To provide the supervision of the procurement team and a link to the Head of Supply Chain Management
Main Responsibilities
Managing the implementation of Annual Procurement and Disposal plan and advise Users on the same
Assigning requisitions from Users Departments (Budget Holders) and stock replenishment requisitions from Stores to the responsible Procurement Offices after verifying the method of procurement to be used.
Authorizing comparison schedules submitted by Procurement Officers before approval by Head Supply Chain Management.
Releasing Purchase Orders from SAP and authorizing before submission to HSCM.
Authorizing Procurement Officers to find alternative source of supply for cancelled orders.
Managing the tendering processes and procedures.
Managing pre-bid conferences with prospective bidders and providing clarifications on tendering requirements
Managing the evaluation of tenders, having responsibility for recording and obtaining all clarifications with bidders
Releasing Purchase Orders from SAP and authorize them before submission to Head Supply Chain Management.
Managing financial and physical resources for the Procurement unit
Reporting to HSCM on status of transactions submitted to PPDA.
Participating in annual budget preparations.
Reporting to HSCM on completed purchases/problems/quality.
Reporting to various users (budget holders) on updates/status of their requests
Qualifications and Experience
A minimum of Bachelor in Procurement & Logistics or other related fields or Graduate Diploma Chartered Institute of Purchasing and Supply
Applicants with Master’s Degree in Logistics and Supply Chain Management will have an added advantage
10 years’ experience

Excellent and demonstrable knowledge of procurement law (PPDA)

Sound knowledge and practical understanding of disposal of assets procedures
Proven leadership and people management skills
High level of emotional intelligence and interpersonal awareness
Strong analytical and problem-solving skills
Competent project management skills with the ability to deliver within set timeline
Successful candidates before being appointed will undergo an extensive background check of their integrity. Only when the vetting exercise is favourable shall the Authority make the appointment.
