The Malawi Revenue Authority (MRA), an organization entrusted with the assessment, collection, and accounting for tax revenues for the Malawi Government is inviting applications from versatile and suitably qualified candidates to fill the above vacant position in the Human Resource Division.

Overall Objective

This role leads the Malawi Revenue Authority’s human resources and organisational development function by aligning the HR Strategy with business objectives to optimize human capital. The position drives the talent management agenda, implements key HR initiatives, and delivers effective resourcing and performance management solutions. Additionally, the role builds strong strategic partnerships across the organisation to maximise resource utilization and foster a collaborative workforce.

Main Responsibilities

•    Providing Leadership, Direction and strategy on all Human resources issues.

•    Developing human resources operational and financial strategies by estimating, forecasting and anticipating requirements, trends and   variances, aligning monetary resources.

•    Contributing to formulation and implementation of organisational strategy and corporate plan.

•    Leading the formulation of Human Resource policies, operational guidelines, and procedures in line with organisational objectives to optimize productivity.

•    Formulating and implementing employee development strategies and plans through recruiting, training, coaching, counselling and disciplining staff, planning, monitoring, appraising, and reviewing staff contributions, maintaining compensation determining production.

•    Driving the Authority initiatives to improve ethics, culture and facilitate change management.

•    Formulating various Human Resources metrics to measure and evaluate the impact of Human Resources in the Authority.

•    Developing and maintaining competitive remuneration and Terms and Conditions of Service able to attract, retain and motivate professional staff.

•    Ensuring the Authority has an optimal number of well-trained, appropriately skilled, and highly motivated employees to achieve its objectives

•    Overseeing the development of Organisational design, structures and accountabilities.

 

 

 

Experience and Qualification

Applicants must possess all of the following:

  • A Bachelor's Degree in Human Resource Management, Business Administration, Public Administration, Industrial Psychology or any other relevant discipline from a recognized institution.
  • A Master's Degree in Human Resource Management, Business Administration, Public Administration, Industrial Psychology or a related field from a recognized institution.
  • A minimum of ten (10) years' post-qualification experience in Human Resources and Organizational Development, with at least five (5) years served at executive leadership level.

 

Certification and Professional Membership 

  • Professional certification in Human Resources, Organizational Development or a related discipline will be an added advantage.
  • Full Member in good standing of the Institute of People Management Malawi (IPMM) or an equivalent recognized professional body.

 

Attributes and Competencies

  • Broad knowledge and experience in employment law, compensation, manpower planning and staff development, employee relations, safety, and training and performance management.
  • Must demonstrate executive presence and candor.
  • Excellent interpersonal and coaching skills.
  • Demonstrated ability to lead and develop Human Resources staff members.
  • Demonstrated ability to interact effectively with fellow executives and the Board of Directors.
  • Evidence of the practice of a high level of confidentiality.
  • Excellent organisational skills.
