The Malawi Revenue Authority (MRA), an organization entrusted with the assessment, collection, and accounting for tax revenues for the Malawi Government is inviting applications from versatile and suitably qualified candidates to fill the following above  position in Internal Affairs Division.

Overall Objective

To support the Director in safeguarding the integrity of the Authority by leading investigations, enforcing ethical standards, and strengthening internal controls to prevent, detect, and address fraud, corruption, and misconduct.

Main Responsibilities

Developing appropriate strategies to ensure substantive investigations of fraudulent acts and ethical breaches including identifying the inherent risk in collection and protection of revenue leakages.
Designing and executing adherence and other strategies for meeting the objectives which supports the realization of the strategic plans for the Investigations Department.
Providing guidance to Management and staff on risk-based corruption and fraud investigations strategies through intelligence gathering, investigations and lifestyle Audits.
Reviewing investigation reports and recommend appropriate disciplinary or legal action.
Providing guidance in the formulation, review, and implementation of   internal affairs policies, procedures, and guidelines.
Overseeing the management of whistle blower systems and ensure protection of informants.
Building and maintaining relationships with external oversight institutions (e.g., Anti-Corruption Bureau, Auditor General, Malawi Police Service).

 Ensure adherence to the MRA Ethics & Code of Conduct and related policies, the MRA Act, MRA Act, Customs & Excise Act, Taxation Act, VAT Act, Tax Administration Act and related Acts/ Regulation.

Qualifications and Experience

Minimum of a Bachelor’s Degree in Law, Accountancy, Criminology, Criminal Justice System, Ethics, Public Administration, Political Science, or other related fields.
10 Years’ experience in managing similar functions 5 of which must be at strategic or Executive management level.

Attributes and Competencies

 Knowledge of customs laws, regulations, and operational procedures.

indepth understanding of tax laws, compliance requirements, and administration processes.

Ability to develop and implement strategic plans aligned with organizational goals.

Good understanding of core operations and mandate of the Authority.

Strong skills in conducting investigations and resolving compliance issues.

Ability to collect, analyze, and interpret intelligence for decision-making.

Successful candidates before being appointed will undergo an extensive background check of their integrity. Only when the vetting exercise is favourable shall the Authority make the appointment.
